If you have friend in RCMP, you can do anything you want.

Today I was with a friend and someone hit us from back, we were in exit at highway number 1 in Vancouver, They lady was drive a VW and start shout at us and ask to move the car, then she turn and block the way and told us look the way is blocked and we have to move the car, my friend reject that and she start to run the car, I stay in front of car, may she stop running but she hit me twice and run. My friend was in 911 call and they told us to stay there.
The patrol police came after 15 minutes, in the first he look at the car, then asked us to follow him and go to other place. She asked what happened, then asked us to stay at the car and told us he had the plate number of that car and he will contact her.
So when he came back told us:
1- she has right to hit me with her car, because I was not in the pedestrian line and he has to give me a ticket.
2- She went and report to ICBC, so it is not hit and run and there is no charges that would be follow by Police.
3- Because I did not has any mark on my leg, there is no problem.

So probably she has someone in RCMP and just got ride of everything.
So I can tell you something: if you hit someone just run and report to ICBC, then if someone else was behind your car, you can claim and it is enough to tell Police it was not a good place to wait and as far as you do the report to ICBC, noone can do anything.
If you do not like someone, you can hit him/her when he/she is not in the pedestrain line, so no charg.
If you want also you can hit the guy and as far as there is no mark, he/she can not make any charge.
